Employee Turnover

Using Workforce Data to Spot and Stop Preventable Turnover

In today’s labor market, retaining great employees is harder than hiring them. For public agencies already stretched thin, turnover isn’t just inconvenient—it’s a serious threat to budgets, operations, and institutional knowledge.

The numbers speak for themselves:

  • Replacing a single employee can cost 1.5–2X their annual salary (Gallup)
  • 42% of turnover is preventable, yet often ignored (Gallup)
  • Poor hiring decisions and rushed exits drive $500K+ in annual turnover costs for many agencies (PwC, Deloitte)

The biggest problem? Most agencies don’t have the tools to see it coming.

Turnover in Government Is a Strategic Risk

Unlike the private sector, where teams can flex and scale quickly, public agencies rely on deep institutional knowledge, specialized roles, and long tenure. When that talent walks out the door, it’s more than just a vacancy—it’s a ripple effect that hits service delivery, morale, and public trust.

And because 51% of employees are actively looking for new jobs (Gallup), it’s not a matter of if turnover happens—it’s when. But not all departures are inevitable.

      Module Updates

We’re continuing to evolve TrueComp with powerful new features designed to save you time and give you greater precision.

Benchmarking – Smarter, More Accurate Matching

We’re enhancing the Global Job Matching experience to make finding the right match faster and more reliable. Soon, you’ll be able to filter by Union/Group and TrueComp Department, and use an upgraded search field to narrow down potential job matches with ease.

Behind the scenes, we’re introducing a growing taxonomy service that intelligently categorizes jobs into standardized departments. This means our system now considers department context when identifying matches—improving accuracy by comparing jobs within the same functional group (e.g., Finance, Police, Human Resources). When you’re reviewing matches you should expect more relevant and accurate results.

      Labor Costing – Flexible Reporting

In the Labor Costing module, we’re introducing Flexible Reporting Dates, accessible via a new toggle in the Project Info section. This powerful addition will allow you to align cost reports with your unique fiscal years, contract periods, or other custom date ranges.

TrueComp will now prorate values from your project data based on the selected reporting window—ensuring labor costs reflect only the relevant time frame. This gives you clean contract-based data when planning negotiations.

Stay tuned, and as always, we welcome your feedback at ProductManagementTeam@truecomp.com.

Marion County, FL Accelerates Compensation Strategy with TrueComp Benchmarking

As one of the fastest-growing counties in Florida, Marion County needed better tools to ensure its compensation strategy could keep pace with regional demand and internal hiring needs. Historically, the Human Resources (HR) team had relied on time-consuming public records requests and emails to gather market data—an inefficient process that often-delayed decision-making and yielded inconsistent results.

“It was the old public records request, calling and emailing other counties, requesting job descriptions that may or may not match. It was very time consuming,” said Sara Caron, Director of Human Resources for Marion County.

That changed when county leadership discovered TrueComp at a NACo conference and quickly saw the value in purpose-built benchmarking tools designed specifically for government agencies.
